Denise Jackson, SHRM

Partner

Ms. Jackson joined AR/WS in 1997 and currently serves as a Partner. Ms. Jackson is responsible for office administration, business management, corporate accounting operations, and human resources for the corporation. She monitors multi-disciplinary right of way assignments, coordinating efforts among AR/WS staff, subconsultants, and client representatives to ensure seamless project execution.

 

Her responsibilities include providing comprehensive resource support, budget oversight, cost control, project tracking, and reporting. Ms. Jackson oversees the firm’s administrative staff and information systems and serves as the primary point of contact for financial and contract-related communications. She works closely with clients to coordinate budget reporting and the allocation of services.

Matthew Schock, RWA, R/W-AC

Partner

Mr. Schock joined AR/WS in 2007 and currently serves as a Partner. Mr. Schock is responsible for overseeing the delivery of assignments and organizing project teams. He provides leadership to AR/WS project managers and is actively involved in project planning, strategic oversight, quality assurance, and team coordination to ensure successful outcomes.

Mr. Schock is an experienced real estate appraiser who has valued a wide range of property types, primarily in support of public agency projects. His appraisal experience includes both full and partial acquisitions of residential, agricultural, industrial, commercial, and special-use properties.

From 2018 to 2023, Mr. Schock served as AR/WS Appraisal Manager, where he oversaw the firm’s appraisal operations and maintained high standards of technical quality and compliance. He holds a Certified General Appraiser license in the State of California and has earned the Right of Way Agent (RWA) and Right of Way Appraisal (R/W-AC) certifications from the International Right of Way Association (IRWA).

Karen Eddleman, SR/WA, R/W-RAC

Partner

Ms. Eddleman joined AR/WS in 2005 and currently serves as a Partner. She has extensive field experience relocating businesses, nonprofit organizations, and residential households on behalf of public agencies and nonprofit clients. She manages many of the firm’s more complex relocation assignments and works closely with clients to plan for and implement occupant relocations in compliance with applicable laws and regulations.

Ms. Eddleman has significant experience providing deposition and trial testimony in relocation and loss of business goodwill matters. She is approved by the International Right of Way Association (IRWA) to teach relocation courses and has earned both the Senior Right of Way Professional (SR/WA) designation and the Right of Way Relocation Assistance Certification (R/W-RAC).

Active within the IRWA, Ms. Eddleman is a respected instructor and speaker, a member of the Relocation Community of Practice, and a past president of her local chapter. She is widely trusted for her ability to communicate complex project and program information clearly and calmly in community meetings, appeal hearings, depositions, and court proceedings. Her leadership and project management skills have been demonstrated on significant assignments throughout the greater Bay Area and beyond.

Erik Woodhouse, MAI, AI-GRS, R/W-AC

Partner

Mr. Woodhouse joined AR/WS in 2012 and currently serves as a Partner. In this capacity, he oversees the firm’s appraisal and valuation support staff and performs appraisals and appraisal reviews for both full and partial acquisitions of improved and unimproved properties related to public improvement projects. His experience includes the valuation of commercial, industrial, single-family and multifamily residential, agricultural, and special-purpose properties for flood control, transportation, and utility projects.

Mr. Woodhouse has extensive experience appraising a broad range of property types, often involving complex damage analyses. He holds the prestigious MAI from the Appraisal Institute, earned through rigorous coursework, comprehensive examinations, demonstration reports, and narrative appraisal presentations.

Steve Castellano, SR/WA, R/W-NAC

Vice President

Mr. Castellano joined AR/WS in 1999 and currently serves as Vice President. He manages a broad range of projects involving appraisal, acquisition, and relocation services. An experienced and effective communicator, Mr. Castellano leads complex negotiations for both improved and unimproved properties and works directly with property owners while serving as the AR/WS liaison with public agencies.

 

Mr. Castellano’s extensive experience with full and partial acquisitions supports his work alongside eminent domain legal counsel. He coordinates title work and prepares escrow instructions for assignments involving fee and easement acquisitions across agricultural, commercial, and residential properties. He also participates in public hearings and right of way planning sessions and assists in the preparation of staff reports. Prior to joining AR/WS, Mr. Castellano served for nine years as a Right of Way Agent with the California Department of Transportation.
